On Wednesday, April 5th 2023 at 1:00 PM ET, team members from SwRI will be presenting on VICTORY and providing feedback on what lessons can be leverage for developing interoperability for the space industry. We are pleased to welcome Travis Thompson, Program Manager – R&D, from SwRI.  He’s put together an abstract for his presentation here:

The DoD and specifically the US Army has invested heavily in the Modular Open Systems Approach (MOSA) in the past several years, first funding MOSA standards efforts, and most recently requiring MOSA standard compliance and adherence in their vehicle platform and sensor suite acquisition requests.  One such MOSA development effort that’s been put on contracts in recent years is VICTORY, or Vehicular Integration for C4ISR/EW Interoperability.  VICTORY addressed integration of electronic systems on military ground vehicles by establishing a managed Ethernet-based in vehicle network (IVN) and establishing open standard specifications for C4ISR/EW systems to interoperate with each other and the platform via the IVN.  VICTORY was funded and developed through a method known as the “coalition of the willing” – partners within the government and industry that came together through three technical working groups to develop the standards, and a VICTORY Standards Support Office to manage operations and administer the working group process and execution.  Key VICTORY goals and tenets included: (1) utilize open standard interfaces and data formats, (2) abide by the mantra “Adopt, Adapt, Author”, (3) consider information assurance and cybersecurity from the inception of the effort, (4) develop validation and compliance procedures as part of the initiative’s work products, (5) utilize a modular concept of “component types” for interface development, and (6) develop end-to-end process for development, maturation, and configuration control of the standard specifications.
